The controversial proposal of 10 percent additional derivation benefits for oil producing communities that BusinessDay reported as having essentially killed the Petroleum Industry Bill (PIB) in the last session of the National Assembly, was not in the original bill, Rilwan Lukman, former petroleum minister and originator of the bill has said.
