Of flying kites and other mischevious speculation

Flying a kite is American parlance for testing the waters for a new idea. Kind of like sampling public opinion on  a  new  initiative before embarking on it. Literally it is trying to determine which way the wind is blowing, hence the analogous use of the word  kite . The silly season is upon us ...
